Tan Sri Dato’ Ir Zaini bin Omar

Chairman, GPMM Technical Consultancy Sdn Bhd

Tan Sri Dato’ Ir. Haji Zaini bin Omar is a distinguished Malaysian engineer and former senior civil servant whose career has spanned nearly four decades in the nation’s infrastructure, utility, and aviation sectors. He graduated with a Bachelor of Engineering from James Cook University of North Queensland, Australia, in 1974, and later obtained a Bachelor of Laws from the University of London. A registered Professional Engineer with the Board of Engineers Malaysia and a qualified Advocate and Solicitor of the High Court in Malaya, Tan Sri Zaini began his career with the Public Works Department in 1975 and was seconded to Dept. of Electricity Supply as Director of Operations (1990) where he built extensive experience in the power and utilities sector. His expertise and leadership led to senior appointments in public service, including Deputy Director General of the Department of Electricity Supply ( 1992), Director General of the Department of Civil Aviation (Oct. 1994),  Deputy Director General of PWD (Jan 2000) and ultimately Director General of the Public Works Department or PWD (September 2000) .

Following his retirement from government service (July 2005), Tan Sri Zaini continued contributing to Malaysia’s infrastructure and regulatory landscape. He was appointed as the first Chairman of the National Water Services Commission (SPAN), where he helped shape national policies on sustainable water management. In the corporate arena, he served as Independent Non-Executive Chairman for several public-listed companies, including Digistar Corporation Berhad and GDB Holdings Berhad, offering strategic guidance and governance oversight. Throughout his illustrious career, Tan Sri Zaini has represented Malaysia at numerous international forums, chaired technical committees, and shared his insights in professional and academic platforms. His leadership, dedication, and service have earned him national honours, including the title “Tan Sri,” marking his lasting legacy in engineering, public administration, and nation-building.

Dato’ Ir. Haji Zulakmal bin Haji Sufian

Dato’ Dr Ir Haji Zulakmal holds a Bachelor of Science with Honours in Civil and Structural Engineering from the University of Cardiff, UK (1984), and a Master of Science with Distinction in Highway Engineering from the University of Birmingham, UK (1996). A registered Professional Engineer with the Board of Engineers Malaysia since 1984, Dato’ Zulakmal’s illustrious career in public service spans over 36 years, during which he specialized in civil and structural design, project and asset management, technical advisory, and public infrastructure development. His leadership roles included serving as Director of Roadworks, Senior Director of the Roadworks Division, Assistant Chief Director of Works (Infrastructure Sector) at the Public Works Department (JKR) and ultimately, Deputy Director General at the Public Works Department.

Beyond his technical and managerial contributions, Dato’ Zulakmal has played an active role in regional and international engineering platforms. He has served as Secretary-General of the Road Engineering Association of Asia and Australasia (REAAA) from 2017 to 2021, and represented Malaysia in several World Road Association (PIARC) technical committees focused on pavements, asset management, and climate change. His prolific work includes more than 50 technical papers and co-authorship of numerous road engineering standards and guidelines. In recognition of his exceptional service and leadership, he was conferred the Darjah Setia Pangkuan Negeri (DSPN), Pulau Pinang in 2020, which carries the title “Dato’,” and the Pingat Paduka Mahkota Perak (PMP) in 2011. Currently, as the Managing Director of GPMM Technical Consultancy Sdn Bhd, Dato’ Zulakmal continues to contribute his vast knowledge and experience toward advancing Malaysia’s infrastructure development and engineering excellence.

Ar. Ibrahim bin Isa

Ar. Ibrahim bin Isa is a distinguished professional architect and former Senior Director of the Architects Branch, Public Works Department (JKR) Malaysia, with over 35 years of service in the civil sector. A graduate of the University of Adelaide, Australia (Bachelor of Architecture, 1985), and a registered Professional Architect with the Malaysian Board of Architects (LAM: A/I 21), he has held various key positions in JKR, including Director and Senior Director. Throughout his career, he has led and managed major national projects such as the Kuala Lumpur Court Complex and the Seri Perdana Renovation, as well as numerous public buildings, court complexes, higher education facilities, and government offices.

Beyond his project leadership, Ar. Ibrahim has played an influential role in shaping policies and standards within Malaysia’s public works and architectural profession. He has served on multiple national technical and policy committees, including those under Plan Malaysia, EPU, and MPC, and has contributed to advancing BIM implementation and professional certification programs in JKR. As a two-term Board Member of the Malaysian Board of Architects (2013–2017, 2019–2021), he also served on key committees and represented Malaysia at ASEAN Architect Congresses. His leadership, expertise, and dedication have significantly advanced the quality, governance, and innovation of Malaysia’s public architecture.

Sr. Nik Zainal Alam bin Hassan

Sr. Nik Zainal Alam bin Hasan, CQS, FRISM, is a highly accomplished quantity surveyor and a respected figure in Malaysia’s construction and infrastructure sector. He began his professional career with the Public Works Department (JKR) in 1983 and rose through the ranks to become Head of the Cost Centre Unit in the Contract and Quantity Surveying Branch by 1992. An advocate for lifelong learning, he earned a Postgraduate Diploma in Islamic Studies from Universiti Kebangsaan Malaysia in 1989 and an MSc in Facilities Management and Asset Maintenance from Heriot-Watt University, UK, in 1996. Over the years, he held various senior leadership positions within JKR, culminating in his appointment as Director of Expert Services, Contract & Quantity Surveying Branch in 2017. Among his major contributions were landmark national projects such as the Federal Territory Mosque, the Kuala Lumpur Court Complex, and the monumental Pan Borneo Highway, where he served as contract advisor to the Secretary General of the Ministry of Works Malaysia.

Beyond his technical expertise, Sr. Nik Zainal has made profound contributions to Malaysia’s professional and regulatory landscape. He has served on multiple national boards, including the Board of Quantity Surveyors (2007–2020), Board of Architects (2007–2009), and Board of Engineers (2012–2017). His leadership extended to chairing the Registration and Qualifications Committee for Quantity Surveyors and the Technical Committee for the National e-Tendering Initiative (NeTI), strengthening transparency and governance in public procurement. A Fellow of the Royal Institution of Surveyors Malaysia (RISM) and Advisor to Commerce Dot Com Sdn. Bhd., he continues to play a pivotal role in shaping industry standards and mentoring the next generation of professionals. His outstanding service has earned him numerous recognitions, including the CIDB Excellent Award (2023) and the Malaysian Deputy Director General of Public Works Award for excellence in specialist sector management.

Ir. Haji Mamat Rohizan bin Abdullah

Ir. Haji Mamat Rohizan bin Abdullah is a distinguished Mechanical Engineer with over 36 years of professional experience. He graduated with a Bachelor’s degree in Mechanical Engineering from the University of Strathclyde, Glasgow, in 1984. A registered Professional Engineer with the Board of Engineers Malaysia (BEM) and a member of the Institution of Engineers Malaysia (IEM), he also holds recognition as an ASEAN Chartered Professional Engineer (ACPE) and a Lead Auditor for QMS ISO 9001:2008 certified by IRCA, Australia. In addition, he is certified as both a Competent and Authorised Person for Medical Gas Pipeline Systems (MGPS) under MGPS Services Ltd, United Kingdom—credentials that reflect his deep technical expertise and commitment to engineering excellence.

Throughout his illustrious public service career, Ir. Hj. Mamat has made significant contributions to the mechanical design and project management of major public facilities, including hospitals, government buildings, and national institutions. Rising through the ranks from Mechanical Engineer to Director of Design in the Public Works Department (JKR), he played a key role in healthcare facility development as Chief Assistant Director and later as Senior Principal Assistant Director in the Health Design Unit. His leadership extended beyond engineering practice into technical advisory roles, authorship of professional publications, and service on national technical committees such as the Quality Committee of the Board of Engineers Malaysia. Highly regarded for his dedication, he has received 26 certificates of appreciation, four Excellent Employee Awards, and state honors including the Paduka Mahkota Kelantan (P.M.K.) and Pingat Jasa Kebaktian (P.J.K.). Even after retirement, Ir. Hj. Mamat continues to contribute to the engineering industry through active participation in private-sector boards, providing strategic and technical counsel to advance Malaysia’s engineering excellence.

Ts Muhammad Khairi bin Sulaiman

Ts. Muhammad Khairi bin Sulaiman is a distinguished JKR architect and certified professional technologist whose career in the Public Works Department (JKR) spans more than 38 years, culminating in his appointment as Director of BIM (BIM Expert / Pengarah Kepakaran BIM) in the Architecture Branch at JKR Headquarters. He graduated with an Advanced Diploma in Architecture from Institut Teknologi MARA in 1993 and later earned a Master’s degree in Architecture from Universiti Teknologi Malaysia in 2010.

During his tenure, he led the national roll-out of Building Information Modelling (BIM) standards, parameter specifications, and legal/contractual guidelines for JKR projects—contributing directly to JKR’s BIM guides and parameter specifications and advising on BIM contractual requirements for public works. His leadership in JKR’s Integrated Asset Planning and Complex Project Management divisions earned him formal recognition at JKR’s Service Excellence Awards (Anugerah Perkhidmatan Cemerlang). He formally concluded his long public service with a retirement ceremony in November 2024.

Beyond his civil service career, Ts. Muhammad Khairi has been a visible thought leader and bridge between government, industry, and academia. He is listed among the associate/affiliate fellows and invited BIM specialists at the Institut Sultan Iskandar (Universiti Teknologi Malaysia) and has been a frequent speaker and panel expert at UTM and national BIM events, conferences, and industry forums—shaping policy, curricula, and professional practice for Malaysia’s digital built environment.

His advisory roles include membership on academic and industry expert panels, keynote appearances in webinars on “Successful BIM Implementation in Malaysia,” and collaboration on JKR’s BIM implementation programmes—activities that have strengthened the adoption of BIM for productivity, integrated asset planning, and digital project delivery across public-sector infrastructure programmes.

These contributions have left a lasting legacy in Malaysia’s construction and asset management ecosystem: standardized BIM parameters for public works, stronger links between universities and practitioners, and a new generation of JKR staff and industry partners equipped to deliver digitally enabled infrastructure.

Sr. Mohd Amin Mohd. Din

Associate Director, GPMM Technical Consultancy Sdn Bhd

Sr. Mohd. Amin Mohd. Din is a respected professional in the field of Building Surveying with a distinguished career in academia and professional service. He holds a Bachelor of Science in Building from Heriot-Watt University, Scotland, obtained in 1982, and has since contributed significantly to the advancement of the surveying and construction management profession in Malaysia. From 2010 to 2023, he served as Vice President of the Royal Institution of Surveyors Malaysia (RISM), representing the Building Surveying Division and actively engaging with various government ministries and agencies such as the Ministry of Works, CIDB, SIRIM, and the Department of Standards Malaysia. His active participation in technical committees, seminars, and policy forums underscores his commitment to professional development and the strengthening of national standards in the built environment sector.

Upon returning from his studies in Scotland, Sr. Mohd. Amin joined Universiti Teknologi MARA (UiTM) in 1984 as an academic staff member, where he built a long and impactful career in teaching, research, and institutional leadership. His areas of expertise include Building Surveying, Construction Management, Environmental Sciences, and Acoustics. Throughout his tenure, he served in several key administrative roles including Head of Department for Building Surveying and Construction Management Programmes, Principal in the Student Affairs Department, and Deputy Director of the Development Division, overseeing the planning, development, and facilities management of UiTM’s campuses nationwide. Beyond academia, he is a Member of the Royal Institution of Chartered Surveyors (RICS), United Kingdom, and the Institute of Acoustics (IOA), UK. His dedication to the profession and to education has earned him recognition as an influential figure in shaping Malaysia’s building surveying discipline and nurturing future industry leaders.
